A-DAY RETREAT ON ANNUAL PROCUREMENT PLAN YEAR, 2022

Today, 19th Of April, 2022;  Hon. Wasiu Ayodeji Adesina holds” A-Day Retreat On Annual Procurement Plan, the Year 2022” in the ”Executive Conference Room” with the staff, Legislators, and the Supervisory Councilors.



The meeting started at 1 pm the afternoon through prayer by Mrs. Ekanem Oyeyemi, Finance's second signatory.

The retreat was properly coordinated by ”Mr. Onafowote Fatai Idowu” who enlightened the staff, political appointees, including ”The Executive Chairman, Hon. Wasiu Ayodeji Adesina”, and His ”Vice, Princess Folashade Olabanji Oba” on how to pragmatically handle budge cost, and procurement plan through using the procure method for project achievements.

Procuring in the alignment with the rule of procurement Law section 26, through using the service provider, who has what it entails to proffer what you desire, can be successful in using “procurement method” ways of dealing.

After a series of guidance lectures, Mr. Onafowote Fatai Idowu in his statement said;  “Bond is the most important key to work on when applying ”Procurement Method / Protocols abiding process for progressives peaceful developmental coexistence in the Ikorodu Local Government. while he further explained what bond means.

He said, Bond is the form of synergy, unity, and working together for peaceful coexistence. Being strategic through an element of engagement; every interest has to be taken care of. “Fail to plan, Is to Plan to fail”, so working with what we can handle is another key point.

Contingency Provision:

The Budget & Planning person helps to cost what the Local Government needs to do. 


- ”Bonding, 

- Team building, and

-  Teamwork” is very important when using Procurement Method.

I am delighted today to welcome you all to “Annual Procurement Planning” for the year 2022of our dear Local Government, Ikorodu.

DEFINITION:

-------------

Public Procurement is a process of acquisition of goods, works, consultancy / non-consultancy services, commonly using public funds through a Third Party (3rd) which are contractors, consultants, Suppliers, Services Providers, for National Development and the Disposal of Government Property through efficient, professional bodies or organization.

-

It includes the Eight (8) stages of Procurement Circle concerning the Procurement Law of section 28, A-C for proper guidance.

-

Therefore, it is necessary for all Head of Department (HOD), and  Head of Unit (HOU) to get acquainted with Procurement Law, as it serves as a pre-requisite referencing for all “Government Agencies, Local Government, and Local Council Development Area’s as we are all ambassadors of due process.

FUNCTIONS OF PROCUREMENT OFFICERS AT THE LGAs & LCDAs

1. Implement procurement policies and procedures for the Local Government.


2. Provides Secretariat Service and advice to the Local Tender Committee.


3. Prepare and update the annual procurement plan for Local Government.


4. Register and maintain warranties retentions.


5. Prepare contract documents by liaising with the Legal Officer.


6. Ensure the issue of receipt and keep the bid documents in safe custody.

DUTIES OF THE PROCUREMENT PLANNING COMMITTEE (PPC) MEMBERS, SECTION 26

About the LSPPA LAW of 2021: Section No. 26

1. Preparation of needs assessment and evaluation 

-

2. Identifying, based on (a) above the goods, Works, or Services required.

-

3. Aggregating its requirements whenever possible, both within the procuring entity and between others to obtain economy of scale and reduced procurement cost.

-

4. Integrating its procurement expenditure into the yearly budget contract such as to evade the use of appropriate Procurement methods.

-

6. Ensuring that the Procurement entity functions’ as stipulated in this section shall be carried out by a ”Procurement Planning Committee (PPC)”.

7. The Representative Of Legal Function (Legal Officer).
